Elena Bychkova, Advisor to the Chairman of the Antimonopoly Committee, moderated the session ‘Latest Developments in Antimonopoly Legislation of the Republic of Kazakhstan’ at the Astana Legal Forum, held on 13-14 May in Nur-Sultan.
The speakers at the session were: the direct developer of the Law of the Republic of Kazakhstan ‘On Amendments and Additions to Legislative Acts of the Republic of Kazakhstan on Competition Development,’ adopted on 3 January 2022; a representative of the Department of Business Regulation and Competition Development of the Atameken National Chamber of Entrepreneurs; leading experts, economists and lawyers in the field of antitrust regulation.
During the discussion, the new provisions of the Law were discussed from the perspective of both the developer and the business community. As during the discussion of the draft law, much time was devoted to the institution of key capacity. Businesses have many questions and concerns about the practical application of these rules, as granting infrastructure or goods (services) the status of key capacity can significantly affect a company's commercial activities.
The DKA was one of the most active participants in the discussion of the draft law, and certain provisions were included in the Law taking into account the Association's comments.
