GR / Participation in lawmaking
The main purpose of establishing the DKA is to represent the interests of its members in the state bodies of the
Republic of Kazakhstan and the Eurasian Economic Commission
Since 2018, the DKA has been accredited by the Atameken National Chamber of Entrepreneurs and central executive bodies and participates in the legislative process on all issues related to the regulation of the digital environment, from the development and review of draft regulations to their discussion in legislative bodies.
As part of representing the interests of the Association's members in government bodies, the ACC has established permanent communication channels with the following central executive bodies of the Republic of Kazakhstan:
1. The Agency for the Protection and Development of Competition and the Eurasian Economic Commission on the formation of approaches to regulating and assessing the state of competition in digital markets. Accreditation with the AZRK RK
2. The Ministry of Digital Development and Aerospace Industry on issues of ensuring cybersecurity and developing approaches to the circulation and protection of personal data in e-commerce companies, issues of developing digital law and approaches to regulating the digital environment. Accreditation with the MCIAAP RK
3. Ministry of Trade and Integration on issues of developing regulations for e-commerce and consumer protection. Accreditation with the Ministry of Trade and Industry of the Republic of Kazakhstan
4. Ministry of Justice on various issues of lawmaking. The DKA is a member of the Interdepartmental Commission on Lawmaking under the Ministry of Justice of the Republic of Kazakhstan. Accreditation with the Ministry of Justice of the Republic of Kazakhstan
Consolidation of opinions and representation of industry interests
Association members have access to information on key developments in e-commerce and trade and participate in discussions on draft regulations, initiatives and new directions for the sector's development
The DKA collects, analyses and consolidates the opinions and proposals of businesses on resolving problematic issues and improving legislation
The DKA holds regular meetings between the business community and representatives of state bodies. At the initiative of any member of the Association, a discussion platform can be organised to discuss problematic issues
The DKA has established ongoing communication with SMEs – sellers on marketplaces – on issues related to the systematic improvement of the interaction between electronic trading platforms and sellers. The ACC represents the interests of SMEs in the sector in government bodies on issues related to optimising and simplifying access to e-commerce.
Expertise, analytics, information support
The ACC is one of the main providers of information on the e-commerce industry for national and supranational regulatory authorities.
The results of the ACC's analytical research are used by various bodies and organisations in the preparation of development concepts, reports and reviews.
Partnerships and a database of professional contacts allow the ACC to engage renowned national and international experts in conducting research and preparing conclusions.
The ACC accumulates the information and intellectual resources of the companies that are members of the Association. ACC members have permanent access to all the results of the Association's activities, analytical materials and industry insights obtained from partner and international organisations.
