The Digital Kazakhstan Association is included in the Interdepartmental Commission on Legislative Activity under the Ministry of Justice of the Republic of Kazakhstan.
The main objective of the Commission is to develop proposals for improving the current legislation of the Republic of Kazakhstan, as well as the legislative activities of the Government and authorised state bodies of the Republic of Kazakhstan.
One of the main areas of activity of the DKA is to represent the interests of e-commerce companies by participating in law-making activities.
Elena Bychkova, Managing Director of the Association, Candidate of Legal Sciences, will be invited to attend the Commission's meetings when issues related to digital technologies, innovation and data use are considered.
The Commission's tasks are as follows:1) to analyse the legislative activities of the Government and authorised state bodies of the Republic of Kazakhstan;
2) developing recommendations for the formation of the current plan of legislative work of the Government of the Republic of Kazakhstan and the conceptual plan of legislative work, taking into account the instructions and annual Address of the President of the Republic of Kazakhstan;
3) submitting proposals on priority areas of legislative activity for consideration by the Government of the Republic of Kazakhstan;
4) consideration, at the request of a state body, of issues related to the postponement of the submission of draft laws and the introduction of amendments and additions to the Legislative Work Plan for the relevant year;
5) preliminary development of recommendations on issues related to the withdrawal of draft laws from the Mazhilis of the Parliament of the Republic of Kazakhstan by the Government of the Republic of Kazakhstan;
6) developing, within seven (7) working days from the date of sending the request to state bodies or within a shorter period specified in the request of the Prime Minister, his deputy or the Head of the Government Office, proposals for a positive or other assessment of the draft law initiated by deputies;
7) reviewing draft concepts of bills based on regulatory policy advisory documents;
8) analysing the current legislation of the Republic of Kazakhstan and developing recommendations for its systematisation.
