Elena Bychkova, Advisor to the Chairman of the Digital Kazakhstan Association, spoke at the session ‘Dominance in Commodity Markets: Updated Approaches to Defining a Dominant Position’ during the VIII Eurasian Antimonopoly Forum held on 6-7 October in Almaty. The session focused on the specifics of how digital markets work, as well as the challenges of developing regulatory approaches to promote and maintain market competition in the digital environment. The session was attended by renowned antitrust experts and representatives of major digital companies operating in Kazakhstan. The session was moderated by Alexey Sushkevich, Director of the Antitrust Regulation Department of the Eurasian Economic Commission.

According to the DKA, given that Kazakhstan's digital economy is in its earliest stages of development, the balance between the regulator and the market will be achieved through the introduction of self-discipline and self-regulation by digital companies, formalised in the form of codes of fair competition practices agreed with the Antimonopoly Authority.

Askar Kishkembaev, Head of the Department of the Agency for the Protection and Development of Competition of the Republic of Kazakhstan for the city of Astana, supported the position on the importance of developing the Kazakh digital sector and the need to develop balanced regulatory approaches: ‘Competition legislation as it applies to digital activities must be systematic, not hindering the dynamic development of the digital economy and contributing to the attraction of investment in various sectors of the economy.’
